My question is this - who would decide who is "insane" or a
"criminal" in this civilization they seek to create? I ask this
because another statement in the same book pretty much equates opposition
to Scientology as evidence of a criminal or antl personality.

But since you asked, Scientology's efforts in regards to criminals
