The Scientology doctrine about this is contained in the subject of

Man is not inherently a savage beast (as Freud thought) that must be
repressed by a thin layer of civilization. Man is a noble, well-meaning
entity.
There are several things that cause problems for Man. One of these is
an inability to balance the various dynamics in his life. Every now and
then he will be faced with choices that pit one dynamic against anot
her: Do you risk your life to save the family dog from a fire? Or do
you protect your life for the sake of your family and let the pet die?
The conflicts cause guilt and turnoil that confuses and degrades Man.
And having no way to solve these riddles, he opts for stupid solutions,
such as "I'll never own a dog again" "I'll drink to forget
the sadness" "I'll buy another dog and make him my top priority
this time" "That stupid mutt had it coming" or whatever
other silly computations a mind is capable of, all in an attempt to resolve
these conflicts.
This causes, in the long run, more pain, more unwise decisions, more
hurt. One more note: About 2% of humanity is antisocial. The reasons
for antisocial behavior are discussed in extent in a course called
"PTS/SP (Potential Trouble Sources - The Suppressive Personality")
These antisocial personalities in turn usually affect their associates
enough to cause roughly a 20% segment of our society to be troubled.
They make poor decisions, they ocassionally cause pain.
The nature of Good and Evil is a fascinating subject, and is also
covered in Scientology. After having taken these courses, I can tell
you in my own experience I am much more compassionate for the troubled
souls we all run into ocassionally, and at the sae time much more
alert to not let the disturbed elements of society affect me.
