I think he means?

Scientologists typically have little patience or respect for
non-scientologists. People who are non-scns are wogs, which is a slur.
In addition, everything is scientology is measured in terms of tone or
stats(statistics.)
If you are down-stat, you are out-ethics. Statistics are measured this
way, they simply relate to the value of money that statistic is worth.
You are assigned a specific statistic in scn, if you cannot achieve that
statistic, you are down stat.
How does this relate to the above. Simply this, if you are unable to
pull your weight, to achieve your statistic, you are off-loaded. That
means you are throw out, put to pasture. This may be because you
are too old, have become disabled, or simply too worn out from
overwork and abuse to produce more.
Now, if your are down stat, you are also down tone on the tone scale.
This is the 2.0 LRH was referring to. By their own admission, in their
tech dictionary specifically, they refer to the numeric value by which a
person can be classified. It comes down to this, can you turn out a
valuable final product, that is in line with your assigned stat. If not,
you are down tone. Thus, you are unnecesssary.
Yes, I think Hubbard was pretty clear. He said exactly what he
thought. So ask yourself this, do you want a world run by scientology
management and ethics practices?
