I saw a question that used the word "downstat". This word doesn't appear
in any of my dictionaries. Is this a Scientology term? What does it mean?

It's a derogatory term.
Success, in Scientology (even nebulous spiritual success), can always
be measured and charted using statistics.
When Scientologists are called downstat, they are not producing the
correct amount of money, product, recruiting success. Or maybe they
are not being zealous enough, not committed enough to make "case
gain" or to progress "up the bridge." Maybe they lack the appropriate
levels of loyalty or obedience or or obsequiesness.
Same with wogs. When a wog is called downstat, he or she is a drain
on society, a welfare mom, an street drunk, someone who steals,
scams, a cheater, a critic of Scientology on AskMe.com... ;-)
