Since L. Ron Hubbard demands that all of the people who he labels "1.1"
are to be "disposed of quietly and without sorrow," I got to wondering
which internal department would be the one responsible for the
extermination effort. Would that be Department 20? The Guardian Office
/ Office of Special Affairs?
I know that this fascist group would never be able to accomplish the
political groundwork needed to "clear the planet," as they call it, but
Hubbard must have had _some_ internal department in mind when he
penned this "run down."

I think it's pointless to speculate on this topic. That's all any of us
could do, because right now, Scientology is not actively seeking to
perform this duty.
In the world of the Internet, the CoS will never have the political power
and authority they want. They can't even keep their most precious
secrets under lock and key. There is no conceivable way that they
could ever win enough political power to carry out the "deletion" of
people below 2.0 on the tone scale.
At least, so long as people keep agitating and warning the public that
this is what Scientology scripture says.

I think you're right that the Church of Scientology will never apply the
ideal, yet the existance of the GO/OSA seems to indicate that they would
love to if they could acquire the political power it would take.
And I think you're right about the Internet pulling the cult's claws. Due to
the hysteria of "emenies" that in any event ignore Scientology (such as
the psychology industry) they're still left with the desire, I think.
