The policy of "fair gaming" people was apparently either modified or
canceled and I'm trying to find out which it is.
In HCOPL 18/Oct/67, L. Ron Hubbard said that his enemies are "fair
game" that "may be deprived of property or injured by any means by any
Scientologist without any discopline of the Scientologist. May be tricked,
sued or lied to or destroyed."
But in HCOPL 21/Oct/68 a little over a year later, he said "The practice of
declaring people FAIR GAME will cease. FAIR GAME may not appear on any
Ethic Order. It causes bad public relations. This PL does not cancel any
policy on the treatment or handling of any SP."
Does this mean that Hubbard's policy was canceled, or does it mean that
followers who apply the policy are supposed to keep quiet about it?

The policies about "handling suppressives" were collectively known as
the fair game policies.
When Hubbard said "the practice of declaring people fair game will
cease" while explicitly maintaining the policies themselves, he can
only have meant that the term "fair game" was not to appear on the
ethics order which otherwise led to the same exact types of "handling"
of the suppressive person.
