Greetings, Scientology experts!

The policy of "fair gaming" people was apparently either modified or canceled and I'm trying to find out which it is.

In HCOPL 18/Oct/67, L. Ron Hubbard said that his enemies are "fair game" that "may be deprived of property or injured by any means by any Scientologist without any discopline of the Scientologist. May be tricked, sued or lied to or destroyed."

But in HCOPL 21/Oct/68 a little over a year later, he said "The practice of declaring people FAIR GAME will cease. FAIR GAME may not appear on any Ethic Order. It causes bad public relations. This PL does not cancel any policy on the treatment or handling of any SP."

Does this mean that Hubbard's policy was canceled, or does it mean that followers who apply the policy are supposed to keep quiet about it?

I'm pretty sure it means only that the term "fair game" is not to be used anymore. It says quite plainly that the actual TREATMENT of SP's is not to be changed.

To corroborate this, see Larry Bergen's final reply to my question about the confidentiality of PC folders, in which he says that by picketing, a former Scientologist forfeits any right to be protected by Scientology. This is completely consistent with the language of the original FAIR GAME policy, stressing the "without any discipline of the Scientologist". In other words, a Scientologist will not be disciplined by Scientology for doing anything nasty to a declared SP. This strongly leads me to believe that the policy is still in effect.
