If there was an organization placed near LA which was a freezone
organization to deliver a way to move Clears through the upper bridge,
do you think there would be a demand for this service?

Sure, I think there would be some demand.
There would also be a lot of harassment from the CoS. You'd be
stepping on their toes, monetarily speaking, and they wouldn't like
that.
By the way, I don't think L. Ron Hubbard's "bridge" to total freedom
actually goes anywhere. To my knowledge, not one single OT power
has ever been objectively demonstrated. I hate to be indelicate,
but I liken the benefits of the bridge to the benefits felt by a heroin
addict. Both things can make you feel pretty good, up to a point.
But both can also get you addicted and destroy you.
So aside from removing these people and their money and support
from the notorious and destructive political grasp of the CoS, what
good does getting people "UP"[1] the bridge do, really?
Why not start a place where the spiritual needs of these people
can be fulfilled in more down-to-earth, less self-deluding ways?
Focus on things like fellowship, stewardship, cult-recovery,
neglected formal educations, family and relationship repair (for
disconnected members), marital commitment, etc. There is 50 years
of SP and PTS damage to undo, covering a lot of families and a lot
of relationships. In a place like this, you'd be giving the forever
frustrated OT something of real value.
Of course, this is just my 2 cents worth. Take it or leave it, as you
see fit.
And ironically, such a place as I have described would ALSO be
harassed and targeted by the CoS.
[1] - curiously, in Scientology, one advances "UP" the bridge, not
"over" the bridge or "across" the bridge
