If there was an organization placed near LA which was a
freezone organization to deliver a way to move Clears through
the upper bridge, do you think there would be a demand for this
service?

I don't think you would get heavy demand for such a
narrowly-defined service. It would improve demand to offer
the whole Bridge, since the number of clears is relatively low.
And other things like the old OT levels, since the current
ones are pretty questionable.
If you kept yoor overhead modest and offered excellent,
affordable services, you could make a small income early,
growing to a large one as word of mouth builds your group
over time. The main question would be whether you could
survive CoS harrassment. The record on that has been
unpromising so far. But I think using the internet to document
carefully and publicize every act of harrassment would make
the cost to the CoS higher than it has been in the past and
might force them to ease up.
